Nitrogen runoff from corn farming – algal blooms?

Here’s a link to one that shows nitrogen (fertilizer) practices in the U.S.  It looks like the southern plains area does the best at managing nitrogen runoff, and that the northeast does the worst.  However, these aren’t very important because it’s the corn belt and northern plains we need to worry about!

I guess California’s off the hook – we must not grow any reasonable amount of corn here.  Why?
